Does Roy Become Red Arrow Again

With the Infinite Frontier era getting into full swing, Roy Harper, the former Green Arrow sidekick known as Speedy, Arsenal and Red Arrow, is now back amongst the living. However, the only people who seem to know this are in the Department of Extranormal Operations, and they are in no rush to inform Roy's loved ones of his return.
As Infinite Frontier: Secret Files #2 reveals, they are interested in recruiting Roy into their ranks, a once-absurd idea that now seems shockingly realistic for Roy.

As Mister Bones and Cameron Chase examine the various major players of the new Omniverse, Cameron's research inevitably turned towards Roy Harper, one of the more notable individuals resurrected following the restructuring of reality and history. In particular, Cameron noted that Roy is a figure to watch because of his varied past. With all the rewrites to reality, there are few characters in the DCU whose history has been edited as much as Roy's. And now that everything matters again, the blank spots of Roy's history will return, but no one is quite sure what this will do to Roy.
The DEO seems to have a better grasp on his history than Roy does at the moment, going over his time on various superhero teams, his numerous identities, his battle with addiction and even the tragic loss of his daughter Lian in almost clinical detail. Cameron summed up Roy's life by simply stating he's been to hell and back. But that while he may one day be a valuable asset, his checkered past could also make him unstable in the future.
This is an interesting assessment because it means the DEO is eyeing Roy for possible recruitment, and it isn't actually hard to imagine why they might be considering this. The Department of Extranormal Operations was founded specifically to monitor those with superhuman abilities and prevent them from becoming a threat to the general public. It's a task they take seriously, but one they are undoubtedly understaffed for. With new heroes and villains cropping up every day and a new omniverse unveiling itself, the DEO is most likely in overdrive.
While the DEO is most famous for its slightly different role in the Arrowverse's Supergirl, the secret organization is more focused on a broader range of threats, not just aliens, in the comic book DC Universe. But the mainstream DEO is eyeing Roy for recruitment, and he may actually be tempted to join up if approached.

The DEO is supposed to monitor and prevent people with superpowers from becoming a threat to the people, even if they're not really that great at their mission. There are catastrophic battles on a weekly basis in the DCU and it's hard, if not impossible, to keep up with it all. If the DEO wants to stay ahead of things, they'll need agents who not only have the skills to keep up, but also have an in with the superhero community.
Roy has both of these qualifications. and more importantly, he has a legitimate cause to distrust his fellow heroes now. He went to the Sanctuary to seek help and put his trust in people he respected and believed to be his friends in Heroes in Crisis. And one of his oldest friends, Wally West, ended up killing him.
Even though he and Wally made up in Dark Nights: Death Metal, Roy is not ready to step back into the superhero community yet, and the DEO could be a perfect stepping stone for him.
